Joe Martin's career in West Virginia politics spans more than 30 years. He served 24-years in the West Virginia House of Delegates including serving in several leadership positions. In addition, he has worked for two West Virginia governors.
Prior to his career in state government, Mr. Martin served as a City Councilman and the long-time Mayor of Elkins, West Virginia. In June 1978, he was appointed to fill a vacancy in the West Virginia House of Delegates representing Randolph and Pocahontas Counties. He was re-elected in each subsequent election through the year 2000. During Mr. Martin’s legislative career, he served more than two terms as Majority Leader, Chairman of the House Committee on Government Organization, Co-Chairman of the Joint Committee on Government Operations, Chairman of the House Select Committee on Health Care Policies, Co-Chairman of the Forest Management Review Commission, Member of the Joint Committee on Government and Finance, Member of the House Committee on Rules, Chairman of the House Committee on Oil and Gas, and as a member and leader of several other committees.
In February 2001, Governor Bob Wise appointed Mr. Martin as Cabinet Secretary of the Department of Military Affairs and Public Safety, and in October 2001, Governor Wise designated Mr. Martin as the State Homeland Security Advisor. Mr. Martin oversaw prisons and jails, the National Guard, the State Police and 7 other agencies.
In November 2003, Mr. Martin left the Department of Military Affairs and Public Safety to become Governor Wise’s Legislative Director, while remaining State Homeland Security Advisor. He assumed Senior Staff responsibility for the state budget.
In January 2005, incoming Governor Joe Manchin appointed Mr. Martin as his Deputy Chief of Staff, and later, he once again assumed Senior Staff responsibility for the state budget and public finance, a position he held until joining LGCR Government Solutions in January 2009.
Mr. Martin is the son of the late Dr. Joseph E., Jr. and Rose G. Martin. He graduated from Greenbrier Military School, earned a Bachelor’s Degree from West Virginia Wesleyan College and did graduate work at West Virginia University. He is a veteran of the United States Navy.
